Dr Kirstan Hawkins

Specialist Subjects: Social research and participatory methods. Social analysis and appraisal of reproductive and sexual health programmes, including elaboration of rights-based approaches and analysis of barriers to access to health services; HIV/AIDS policy development and programme design at senior level with government and donors; participatory approaches to design and monitoring of health interventions; development of programmes focusing on young people including community based initiatives.

CONSULTANCY EXPERIENCE

  • Aug - Sept 2006: PEER Team Leader, Evidence Based Participatory Design of Intervention for Out-of-School Female Youth. Society for Family Health, Nigeria. The PEER component provided the qualitative evidence base for the design of a behaviour change intervention. Following data analysis a ‘concept development’ process was facilitated with senior programme staff to ensure that the evidence base led into the design of a BCC intervention.
  • Feb - March 2006: PEER Team Leader, CARISMA/PSI, Dominican Republic. The objective of the PEER component is to provide the Social Marketing Organisation with an in-depth understanding of behaviour and attitudes of a specific risk group (to be identified by the programme) and an evidence based strategy to improve its behaviour change interventions.
  • Jun – Sept 2005: PEER Team Leader, PSI India. Capacity building of PSI India in the PEER method and its adaptation to Indian context. Undertake PEER research among truckers and auto-rickshaw rivers to inform design of communications and behaviour change strategy.
  • January-March 2005: PEER Team Leader, PSI Rwanda. Capacity building of PSI Rwanda in the PEER method and its adaptation to Rwanda context. Undertake PEER research among sex-workers and young people on the Uganda-Rwanda border, to inform design of communications and behaviour change strategy.
  • September-November 2004: PEER Team Leader, PSI Mozambique. Capacity building of PSI staff in the utilisation and adaptation of the PEER method to the Mozambique context. Undertook PEER research among young women in Maputo who are engaged in transactional cross-generational sex. The research provided new insights into how young women engaged in transactional sex  perceive their social identity and negotiate risk behaviour. The findings will feed into the design of communications spots and interpersonal communications strategies aimed at reducing cross-generational transactional sex.
  • August 2004: Key Informant Monitoring, Nepal Safer Motherhood Programme. Documentation of the adaptation of PEER method by NSMP to the Nepal context, and its implementation as a monitoring and voice and accountability tool.
  • June 2004: PEER Training: HIV/AIDS Prevention and Control Centre, Cuba. In-depth training courses in Havana and Matanzas provinces. Training policy-makers, service providers and programme implementers in the PEER method. Design of PEER research among men who have sex with men.
  • June 2004: Technical Consultant Developing guidance note on a rights-based approach to reducing maternal mortality. DFID.
  • Nov 2003 - March 2004: HIV Specialist for DFID Health Resource Centre Technical specialist inputs in to developing DFID policy on treatment and care for HIV/AIDS.  
  • Oct 2003: DFID, Nicaragua and El Salvador. Team leader for OPR of DFID supported reproductive health programmes.
  • May 2003: Population Services International, Myanmar Technical Assistance to PSI Cambodia on social research, monitoring and development of their behaviour change communication strategy. Developing a qualitative peer research programme focusing on sex workers and their clients.  
  • March 2003: Multi-Donor Evaluation of the Contribution of IPPF and UNFPA to Addressing the Reproductive Health Needs and Rights of Young People Since ICPD. Development of evaluation method and team member for evaluation of Tanzania Programme
